Circular Promulgating Bachelor’s Degree Template of MOET

Pursuant to the Government’s Decree No. 178/2007/ND-CP dated December 3, 2007, defining the functions, tasks, powers and organizational structures of ministries and ministerial-level agencies;

Pursuant to the Government’s Decree No. 32/2008/ND-CP dated March 19, 2008, defining the functions, tasks, powers and organizational structure of the Ministry of Education and Training;

Pursuant to the Government’s Decree No. 75/2006/ND-CP dated August 02, 2006 detailing and guiding the implementation of a number of articles of the Education Law;

Pursuant to the Government’s Decree No. 31/2011/ND-CP dated May 11, 2011 amending and supplementing a number of articles of the, Government’s Decree No. 75/2006/ ND-CP of August 2, 2006, detailing and guiding a number of articles of the Education Law;

Pursuant to Decision No. 33/2007/QD-BGDDT dated June 20, 2007 promulgating the Regulation on diplomas and certificates of the national education system;

According to the recommendation of Director of the Legal Department and Director of the Higher Education Department of  the Ministry of Education and Training;

Minister of Education and Training decides:

Article 1. The bachelor’s degree template is promulgated together with this Circular.

Article 2. A Bachelor’s degree consists of four (4) pages, each of which is of 21cm x 14.5 cm in size.

1. Page 1 and page 4 have a red background; the National Emblem of Vietam is printed on page 1, the letters printed on page 1 are yellow; pages 2 and page 3 have a yellow background, a dark yellow border pattern, degree’s name is in red, other letters are black; a bronze drum picture is printed as the background in the middle of page 2, the National Emblem of Vietanm printed as the background in the middle of page 3.

2. The information in the bachelor’s degree is regulated as follows:

a) Below the institution’s name in page 3 is the name of the degree in Vietnamese, specifically as follows:

For engineering major, its degree’s name is “BẰNG KỸ SƯ”.

For architecture major, its degree’s name is “BẰNG KIẾN TRÚC SƯ”.

For medicine major, its degree’s name is “BẰNG BÁC SĨ”  or “BẰNG CỬ NHÂN”.

For pharmacy major, its degree’s name is “BẰNG DƯỢC SĨ” or “BẰNG CỬ NHÂN”.

For basic sciences, pedagogy, law, economics majors, the degree’s name is “BẰNG CỬ NHÂN”.

For other majors, its degree’s name is “BẰNG TỐT NGHIỆP ĐẠI HỌC”.

b) Below the words “has conferred” in page 2 is the full name of the degree  in English, specifically as follows:

For engineering major, its degree’s name is “THE DEGREE OF ENGINEER”.

For architecture major, its degree’s name is “THE DEGREE OF ARCHITECT”.

For medicine major, its degree’s name is  “THE DEGREE OF DOCTOR OF MEDICINE” or “THE DEGREE OFBACHELOR”.

For pharmacy major, its degree’s name is “THE DEGREE OF PHARMACIST” or “THE DEGREE OFBACHELOR”.

For basic sciences, pedagogy, law, economics majors, the degree’s name is “THE DEGREE OFBACHELOR”.

For other majors, its degree’s name is “BẰNG TỐT NGHIỆP ĐẠI HỌC”.

c) Below the degree’s name set forth in point a of this clause, the major’s name is written in Vietnamese;

Below the degree’s name set forth in point a of this clause, the major’s name is written in English;

d) The writing of contents on bachelor’s degree is described in the Appendix of this Circular

Article 3. This Circular takes effect from July 10, 2011. This Circular replaces Circular No. 22/2009/TT-BGDDT dated August 12, 2009 of the Minister of Education and Training promulgating bachelor’s degree template.

The bachelor’s degree forms which were printed and provided to according to  Circular No. 22/2009 / TT-BGDĐT before the effective date of this Circular will be valid until the end of the 2011-2012 school year.

Article 4. Head of Administrative Department, Director of Legal Department, Director of Higher Education Department, heads of relevant agencies of the Ministry of Education and Training, heads of higher education institutions shall be responsible for the implementation of this Circular./.
